Amendments to the Low-Level Radioactive Waste Policy Act for the purpose of establishing regional compacts to plan and operate facilities outline the procedures for establishing such compacts. The Act defines appropriate terms and establishes federal policy for interstate compacts and their relationship to the federal government and the Secretary of Energy. The Act also addresses the availability of disposal facilities during the transition period, emergency access to facilities by the Nuclear Regulatory Commission, and a reporting procedure. Other sections deal with disposal methods other than shallow land burial, monitoring for health and safety hazards, mixed wastes, and other requirements.
