Milagro is a proposed extensive air shower (EAS) array with a low energy threshold ([approx equal]1 TeV) and good angular resolution ([approximately]0.4[degree]). It uses a water Cherenkov detector surrounded by several hundred scintillator detectors. It has the large aperture and duty factor of an EAS array, and the energy threshold of an atmospheric Cherenkov telescope. This paper decribes the Milagro detector and gives some results of tests performed on smaller pool detectors at the CYGNUS array.
