Title: The evolution of safeguards since Trinity - One man's viewpoint

This article discusses the Acheson-Lilienthal Report, The Baruch Proposal, The Toms for Peace conference in 1955, IAEA inspections of U.S. nuclear facilities in 1964-68, and the Lumb Panel Report of 1967 which led to the establishment of safeguards offices by the Atomic Energy Commission. The Atomic Energy Commission was split into the Nuclear Regulatory Commission and the Energy Research and Development Authority in 1974. The latter became the Department of Energy in 1977. The role of these and other government agencies in domestic and international safeguards is explained. The development of international safeguards for centrifuge enrichment plants is outlined.
