State PUCs won't follow FERC's lead on CWIP

State commissioners in 26 states that use case-by-case reviews claim that the new Federal Energy Regulatory Commission (FERC) decision to permit wholesale utility rates to include half the cost of construction work in progress (CWIP) would raise rates as much as 15% if the ruling is automatically extended to the retail level. Of the responding states, 13 allow CWIP in the rate base and 13 make no such allowance. Commissioners argue both sides of the question, and many object to the pressure that the FERC ruling places upon them. (DCK)
