PURPA hearings: what's next
Nine years after the Public Utility Regulatory Policies Act (PURPA) was passed, Federal Energy Regulatory Commission (FERC) commissioners held packed hearings across the nation at which utilities, cogenerators and small power producers, suppliers and manufacturers, state regulators, and other trade associates spoke. In retrospect, PURPA provided economic incentives at a time when the economy was causing drastic reductions in many operations. A current key debate in many states is the price utilities should pay to independent power producers, with many calling for a true competitive power market that went beyond the avoided cost issue. Another issue is the anti-cogeneration activities of utilities who are losing prime industrial and commercial customers and that of competitive bidding for contracts.
