Title: Hanford land disposal restrictions plan for mixed wastes

Since the early 1940s, the Hanford Site has been involved in the production and purification of nuclear defense materials. These production activities have resulted in the generation of large quantities of liquid and solid radioactive mixed waste. This waste is subject to regulation under authority of both the Resource Conservation and Recovery Act of 1976 (RCRA) and the Atomic Energy Act. The State of Washington Department of Ecology (Ecology), the US Environmental Protection Agency (EPA), and the US Department of Energy (DOE) have entered into an agreement, the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) to bring Hanford Site Operations into compliance with dangerous waste regulations. The Tri-Party Agreement was amended to require development of the Hanford Land Disposal Restrictions Plan for Mixed Wastes (this plan) to comply with land disposal restrictions requirements for radioactive mixed waste. The Tri-Party Agreement requires, and the this plan provides, the following sections: Waste Characterization Plan, Storage Report, Treatment Report, Treatment Plan, Waste Minimization Plan, a schedule, depicting the events necessary to achieve full compliance with land disposal restriction requirements, and a process for establishing interim milestones. 34 refs., 28 figs., 35 tabs.
