Coalition: give cogenerators a level field to play on
Immediate attention to long-term electricity planning and a stable regulatory environment are absolute necessities for all state and national energy programs, was the opinion of the Cogeneration Coalition expressed at an in-depth discussion of New Jersey's master energy plan. The Coalition recommended specifically that the state focus on eight areas: (1) establish a more level playing field for avoided costs, computations and applications; (2) move in the direction of standard offer contracts and long-term contracts to facilitate cogeneration financing; (3) provide clear guidance on regulatory jurisdiction over retail sales by QFs; (4) review and evaluate the limits and extent of state jurisdiction over wheeling; (5) continue to expedite cogeneration project development; (6) ensure that rates for standby service are just and reasonable and do not constitute a penalty for requesting the service; (7) remove unnecessary limitations on the sale, pricing and transportation of natural gas for cogeneration facilities; and (8) provide electric utilities with appropriate rate and management guidance as incentives to ensure protection of their legitimate ratepayer and shareholder prerogatives.
