Average annual rainfall shall be calculated from data of the National Oceanographic and Atmospheric Administration for the 30-year period preceding the date of the enactment of this act. Disposal of low-level radioactive wastes is also prohibited at all sites within the upper 30 meters of the earth's surface. Any state compacts that incur financial losses as a result of the requirements of this amendment may apply to the Secretary of Energy for reimbursement of such losses. There is an exemption for existing radioactive waste facilities.
