Many cities are retreating from their commitment to the automobile as planners recognize the importance of better mass-transit systems to urban vitality. New rail systems in Baltimore, Los Angeles, and Houston, along with renovations to existing systems in Boston, Chicago, and Philadelphia are introducing the latest technology and profiting from mistakes made in earlier systems. The administration's reluctance to provide financial aid could be a barrier to the mass-transit comeback unless Congress continues to appropriate funds. 2 figures. (DCK)
