Title: Isomerization, blending, key octane sources at refinery

To cope successfully with the Environmental Protection Agency (EPA) mandated tetra-ethyl lead (TEL) phasedown, La Gloria Oil and Gas Co., a wholly owned subsidiary of Texas Eastern Corp., is pursuing several alternatives for increasing its gasoline pool octane at its Tyler, Tex., refinery. Among the alternatives, once-through isomerization, lead banking, and a new blending facility are important and successful sources of additional octane. The 46,000-b/d fuels refinery in the center of La Gloria's manufacturing activities. It supplies the majority of fuel products marketed by the company in East Texas and the Midwest. It is a full-conversion facility with ample catalytic cracking, coking, reforming, and alkylation capacity. As a result, the refinery was able to meet the 0.5 g/gal TEL limit imposed by EPA on July 1, 1985. The refinery has developed several programs to ensure capability to meet the 0.1 g/gal limit imposed Jan. 1, 1986, as well as the eventual ban of TEL. These plans include taking advantage of the opportunity of the EPA ''banking'' rules, utilizing octane-enhancing FCC catalysts, test marketing Oxinol-gasoline blends, and revamping an idle fixed-bed catalytic reformer to an isomerization unit.
