Title: Enhanced monitoring protocol guidelines for IC engine parameter based compliance monitoring systems. Final report

The Clean Air Act Amendments of 1990 will require owners and operators of major sources emitting certain pollutants subject to enforceability and applicability thresholds to provide monitoring to demonstrate compliance with the applicable emissions limitations or standards. In response to these impending, if or if not uncertain, monitoring requirements, the PRC International (PRCI) and Gas Research Institute (GRI) co-funded a program entitled {open_quotes}Development of Enhanced Monitoring Protocol Guidelines for IC Engine Parameter Based Compliance Monitoring Systems{close_quotes} to provide the natural gas pipeline industry with technically credible documentation and guidelines that support the application of cost-effective compliance monitoring approaches, including Parameter Based Compliance Monitoring (PBCM), for IC reciprocating engines for which this is the final report. The program focused on the fundamental building blocks of a sufficient compliance monitoring plan including: control strategies, quality assurance/maintenance practices, engine parameter monitoring and an understanding of the relationship between engine emissions and those engine parameters. In support of the guideline development described above, the test team, consisting of members of Enginuity, AETC and ASSET, performed extensive field testing on seven different typical pipeline engines (two and four stroke cycle) collecting engine parameter and emissions data for a total of approximately 250 unique operating conditions. Third parties contributed an equal amount of data resulting in one of the most comprehensive data bases of engine parameters and emissions in the industry.
