1984 in cogeneration and small power
An overview of recent developments and forecasts of industrial cogeneration covers 10 areas: (1) utility ownership and limited partnership in cogeneration facilities; (2) regulations on retail sales of cogenerated power and backup power sales to cogenerators; (3) reduced technical requirements under the Public Utility Regulatory Policies Act (PURPA) standards; (4) regulatory treatment of waste-fired small power producers; (5) clarification of 'old' and 'new' status of facilities when cogeneration equipment is placed in existing facilities; (6) wheeling; (7) avoided-cost rate setting by the Federal Energy Regulatory Commission; (8) avoided-cost rate setting by states; (9) taxes; and (10) industrial applications for qualifying status. Summaries of the status in each area cover proposed and enacted rules and the outcome of specific cases.
