Drift tearing modes have a threshold {Delta}{prime} for instability, which is increased by sheared poloidal rotation. Sheared rotation becomes important for {ital v}{sup {prime}}{sub {theta}}{ge}{omega}{sub *}. The critical {Delta}{prime} is approximately linear in {vert bar}{ital v}{sup {prime}}{sub {theta}}{vert bar}. The linear stability of tearing modes is relevant to tokamak edge conditions at the L- to H-mode transition.
