Representatives of citizen and environmental groups and state and federal agencies testified at a field hearing in San Rafael, California on the Environmental Protection Agency's (EPA's) plan to allow the incineration of hazardous wastes in a designated area off the West Coast. Concern over the lack of information to the public prompted the hearing. Among the witnesses was a panel of residents from the Gulf of Mexico area, where citizens participated fully during experimental test burns. Others spoke of their concern that government procedures are inadequate for handling toxic wastes. Opponents to ocean disposal felt that it should be used only when land disposal procedures would be significantly worse. The EPA representative emphasized that permits for ocean dumping and burning are consistently rejected, but defended the draft regulations.
