While worldwide crude distillation capacity held essentially flat in 1991, there was solid growth in the Asia/Pacific region both in distillation and octane and conversion capacity. Refinery-by-refinery surveys of both U.S. and worldwide capacity appear together. The U.S. refining industry is apparently in a holding pattern, according to the survey, but it is still the largest and most complex refining industry in the world. It is clear, however, that Western European refineries are beginning to pay more attention to the quality of gasoline and its production. This paper indirectly reflects the obsolescence of much of the communist block technology with its weak conversion and upgrading capability.
