Submission and evaluation of proposals for private power generation projects in developing countries. World Bank Discussion Paper No. 250
Explains how to establish the mechanisms needed to solicit and evaluate globally competitive proposals for private power development. The World Bank actively supports private sector financing for power supply. Financing by the private sector is especially important in developing countries where the public sector is financially pressed. Private power producers operate more efficiently than the publicly owned facilities and accept responsibility for project risk. The regulatory environment of these countries often discourages competitive bidding, while their governments receive unsolicited bids for power development that do not account for full system costs and may not provide least-cost power. This paper describes ways to help developing countries establish the investment environment and the mechanisms and procedures they need to solicit and evaluate globally competitive proposals for orderly private power development. The report discusses in particular how to prepare bidding documents and conduct an effective technical and commercial evaluation of bids. It focuses on key considerations in project development, including the host-country business environment, financial and commercial issues, risk, security, and project procurement and selection.
