Major barriers to the penetration of minorities and minority businesses in the energy field were found to be: a lack of investment capital, a lack of awareness of the community of the services and products of the minority businesses, a lack of the necessary marketing skills to be competitive, and a lack of awareness of the major industries of the resources and capabilities of the minority businesses. A plan of action is being developed for the project.
