Mitigating the impacts of coal/energy development in the Western states
A hypothetical case study was presented at the workshop involving a western county, a typical town, and an unincorporated area in the county. The county was to be affected by the construction of a coal-fired generating plant and the opening of a strip mine. Participants examined the growth implications, potential problems, and possible solutions. Specific problems associated with water supply, waste treatment, roads, schools, solid waste disposal and public safety were addressed. In a role playing situation, participants moved through 12 years of growth and development. Land development and public investment decisions were made. This report contains the manual for instruction to participants. The chapter titles include: The Challenge; Dealing with earth science and environmental factors; Developing a fiscal management plan; Assistance from public and private sectors; Impact mitigation simulation; and List of participants.
