Regulatory implications of the Davis-Besse mishap. Hearing before the Subcommittee on Energy Conservation and Power of the Committee on Energy and Commerce, House of Representatives, Ninety-Ninth Congress, First Session, October 2, 1985
Commissioners and representatives of the Nuclear Regulatory Commission (NRC) testified at a review of the incident at the Davis-Besse nuclear plant on June 9, 1985 which the NRC blames on Toledo Edison's failure to attend to and correct problems. A combination of design flaws, operator error, and poor management are blamed for the loss of feedwater and subsequent events. At issue was the secrecy kept by the NRC and the utility about safety concerns, which dated back over six years. The oversight included the risk assessment information and the NRC's procedures in accepting those risks. Additional material and correspondence supplied by the House Energy Committee and the NRC follows the testimony of the five witnesses.
