Two days of hearings were spent examining the US Geological Survey's (USGS) difficulties in collecting mineral royalties on public lands and the rapidly growing loss of payments. The problem was identified in 1959, but sudden increases in the value of oil and gas reserves have made the financial consequences more serious. The 24 witnesses, speaking as individuals or on panels, discussed the role of theft and nonpayment by the oil companies, poor administration by USGS, and other factors contributing to the problem. Their testimony is followed by two appendices with additional material submitted for the record. (DCK)
