Title: Transport of hazardous materials in rail cars with high-carbon wheels has been banned

The transport of hazardous materials in rail cars with high-carbon wheels has been banned by the U.S. Department of Transportation (DOT) as of 3/31/78. After 6/30/78, the ban will apply to any rail car used to carry dangerous materials; all of the estimated 100,000 carbon wheels now in use must be removed by the end of 1978. If a railroad receives a loaded car with the currently used 70 ton high-carbon wheels, the shipper will have to transfer the cargo to another car or the rail carrier will have to haul the cargo to a facility where the wheels can be changed. DOT will hold a hearing on 4/7/78 to discuss reduction of the four-year time limit given to tank-car owners to install head shields and protective coatings. According to J. M. Sullivan (Fed. Railroad Adm.), ''there must be no question in the minds of railroad industry officials and the public that (hazardous substances) will not be transported on a railroad car or along a line which does not fully comply with all safety regulations''.
