Review of EPA's capacity assurance program. Hearing before the Environment, Energy, and Natural Resources Subcommittee of the Committee on Government Operations, US House of Representatives, One Hundred Second Congress, First Session, May 2, 1991
Representatives of industry and the Environmental Protection Agency, as well as members of waste management testified at a hearing on the capacity assurance planning program (CAP). The purpose of CAP is to determine which states are going to be forced to cite hazardous waste facilities, incinerators, and landfills, or risk losing Superfund clean-up moneys. The EPA's administration of section 104(c)(9) of Superfund is being reviewed before the Environment, Energy, and Natural Resources Subcommittee. This provision, which was incorporated into the 1986 reauthorization of Superfund, requires every state to demonstrate to EPA that it has, or has access to, adequate disposal capacity for all of the hazardous waste projected to be generated in the state over the next 20 years.
