The generation of solid and hazardous waste has grown to alarming proportions, with per capita disposal having increased by 80% from 1960 to 1989. Bill H.R.872 was introduced into the US House of Representatives on February 6, 1991 to amend the Solid Waste Disposal Act to prohibit the administrator of the EPA from listing used oil and affiliated materials as a hazardous waste under that act. Producers and importers of lubricating oil will be required to recycle a certain percentage of used oil each year. In addition, a credit system will be established by the EPA for carrying out such recycling requirements.
