Environmental impact assessment, growth management, and the comprehensive plan. [with glossary]
Of the many programs enacted to protect the quality of America's environmental heritage, none is more unique--nor has generated greater repercussions--than the Environmental Impact Statement (EIS) as required by the National Environmental Policy Act (NEPA). These statements, which assess proposed policies and actions from an environmental perspective, have generated a new level of environmental consciousness in both public and private agencies. The competent preparation of these statements can greatly facilitate the decision-making processes of local, state, and Federal agencies. Environmental Impact Assessment is an effective analytical tool for planning environmental policy. Improperly applied, however, an assessment may seriously delay important projects, add substantially to the costs of construction and divert public funds and attention from other needs. This study offers techniques for integrating Environmental Impact Assessment and urban growth management into the process of comprehensive planning, with a special emphasis on preparing Environmental Impact Statements. It surveys the effectiveness of Federal, state, and local government responses to environmental problems and explores the legal and social ramifications of NEPA and other Federal, state, and local environmental control measures.
