These proceedings represent papers presented at the 12th International Conference on Laser Interaction and Related Plasma Phenomena held in Osaka, Japan. The topics covered included: (1) Inertial confinement fusion programs, (2) Critical elements for ignition, (3) Energy drivers, (4) Laser{minus}matter interactions, (5) High{minus}intensity physics, and (6) Laser applications and other new fields. The proceedings represent a vital documentation of the newest and most exciting contemporary results and research directions in the fields of laser interactions and related plasma phenomena. The conference was sponsored by the International Atomic Energy Agency(IAEA), the Institute of Laser Engineering, and Osaka University.
