Repowering: Capturing the strategic opportunity

Recent changes in the electric utility business environment and the increasing development of a new competitive market place in bulk power have caused electric utilities to seek out better ways to compete for market share and increase shareholder earnings, while providing service to ratepayers on a least-cost basis. In response to these market changes, electric utilities are seeking new ways to provide their traditional services and manage existing assets, while becoming successful competitors in the new competitive marketplace. In searching for a supply side opportunity that will allow them to compete in the new competitive market place as a least-cost option while controlling the underlying asset, many utilities are recognizing that repowering their existing powerplants may be the secret for success. However, the utility repowering evaluation has largely been viewed as a technical/engineering issue. Few utilities have considered the sound business and financial reasons for repowering. In fact, repowering can and should be viewed as an integral part of corporate strategic planning and of utility corporate reorganization and financial restructuring. The legal, financing, contracting and environmental aspects of repowering deserve greater focus and attention by utility management. Refocusing the internal utility review of the repowering option presents a strategic opportunity as utility corporate reorganization and financial restructuring assume a more critical role.
