The photon energy spectrum in inclusive weak radiative {bar B}{r_arrow}X{sub s}{gamma} decay is computed to order {alpha}{sub s}{sup 2}{beta}{sub 0}. This result is used to extract a value for the heavy quark effective theory (HQET) parameter {bar {Lambda}} from the average {l_angle}1{minus}2E{sub {gamma}}/m{sub B}{r_angle}, and a value of the parameter {lambda}{sub 1} from {l_angle}(1{minus}2E{sub {gamma}}/m{sub B}){sup 2}{r_angle}. An accurate measurement of {l_angle}1{minus}2E{sub {gamma}}/m{sub B}{r_angle} can determine the size of the nonperturbative contributions to the {Upsilon}(1S) mass which cannot be absorbed into the {ital b} quark pole mass. {copyright} {ital 1999} {ital The American Physical Society}
