Title: Fine particle components of PM-10 from fugitive dust sources

The US Environmental Protection Agency (EPA) is currently considering revisions to the existing particulate matter (PM) National Ambient Air Quality Standard (NAAQS), which are based on PM-10. If, for example, the particle size fraction used in a new standard were to be shifted to PM-2.5, the existing national PM-2.5 emission inventory indicates that emissions of fugitive particulate matter would continue to be dominant. However, ambient monitoring data suggests that PM-2.5 emissions from fugitive dust sources may be significantly overestimated. The purpose of the study reported in this paper was to evaluate the existing fugitive dust emission factors and to improve these factors for applicability to PM-2.5. Field sampling of emissions from paved and unpaved roads was performed at four locations around the country: Raleigh, NC, Kansas City, MO, Denver, CO, and Reno, NV. Reference-method dichotomous samplers were used to measure the PM-2.5 component of PM-10 in the emission plumes. Samplers (at multiple heights) were positioned at upwind and downwind locations adjoining a given test road. Other fine particle sizing devices included in this study were traditional high-volume cyclone/cascade impactors and a state-of-the-art continuous monitor utilizing time-of-flight measurement. The test results from the various particle sizing devices at each site are compared, especially in relation to evidence of biases created by coarse particle penetration of inlets and collection stages. The data gathered in the test program are being used to revise the emission factor particle size multipliers for paved and unpaved roads (PM-10 and PM-2.5).
