Title: Streamlined risk evaluations (SREs): Site prioritization for accelerated clean-up using interim measures

A Streamlined Risk Evaluation (SRE) was performed to provide a more concise and focused approach to both risk analysis and risk management. A methodology is presented for conducting a focused SRE using a military facility as a case study. The SRE was intended to meet the following objectives: (1) to focus the ``early action``, or interim measure efforts on the accelerated remediation of highly contaminated areas, and (2) to screen and prioritize the remaining areas of concern using a simplified risk-based approach. A screening or action level approach was developed to establish risk-based prioritization goals for the facility, which contained seventeen solid waste management units (SWMUs). The SRE was tailored to meet site-specific requirements and was especially useful in targeting clean-up areas for accelerated remediation. The principle components of the SRE included: (1) a comparison of contaminant concentrations with risk-based and chemical-specific standards, or applicable or relevant and appropriate requirements (ARARs); (2) the development of screening levels or Preliminary Remediation Goals (PRGs) to determine areas of concern; (3) the development a simple conceptual exposure model to determine if complete exposure pathways may be associated with the source areas; and (4) conducting a qualitative and semi-quantitative analysis of alternatives to select early actions/interim measures to serve as presumptive remedies. A quantitative SRE, or screening baseline risk assessment (BRA), was also conducted to determine the need for further remedial action based on current and future land use scenarios following the completion of the early actions or interim measures. The results of the SRE and BRA are provided along with final recommendations for each SWMU.
