A theory for electron scattering from Borromean two-neutron halo nuclei with full inclusion of final state interactions is developed. The halo nucleus is described as a three-body system (core + n + n). Nuclear wave functions for bound state and low-lying three-body continuum excitations are calculated by the method of hyperspherical harmonics. The model is applied to explore electron scattering on {sup 6}He leading to nuclear excitations near the three-body breakup threshold.
