Title: Evaluation of compliance with the Aerospace National Emission Standard for Hazardous Air Pollutants at U.S. Air Force Materiel Command bases

This paper discusses the methodology and results of a compliance evaluation for the Aerospace National Emission Standard for Hazardous Air Pollutants (NESHAP) conducted at seven US Air Force Materiel Command (AFMC) bases. The evaluation was conducted during the summer of 1998. The seven bases evaluated are subject to the Aerospace NESHAP rule that became effective on September 1, 1998. The goals of the evaluation were to (1) develop a compliance evaluation methodology to be used in the future and that also was compatible with the existing Air Force environmental audit program (ECAMP--Environmental Compliance Assessment and Management Program); (2) determine if there were issues at the various bases that could result in failure to comply with the new regulation such as the need for new or modified facilities; (3) provide an in depth evaluation of how each base was implementing the requirements of the rule and identification of corrective actions; (4) train base environmental managers and process operators on the requirements of the NESHAP; and (5) train Air Force personnel to conduct future compliance evaluations. The results of this compliance evaluation will be used to assist the various bases in meeting the ongoing requirements of the Aerospace NESHAP. In addition, the results of this evaluation will assist the Air Force in identifying the need for facility changes and internal procedures needed for compliance with the NESHAP.
