The Clean Air Act Amendments of 1990 (CAAA-90) mandate new, more complex air pollution regulations. Army installations find themselves in a unique position relative to these requirements since they must develop compliance strategies that help them meet air pollution requirements and allow them to meet vital mission objectives. To make better progress in reducing air pollution, Congress designated 189 hazardous air pollutants (HAPs) in CAAA-90 and directed the U.S. Environmental Protection Agency (USEPA) to set emission control standards for source categories to control the HAPs by the year 2000. In addition to the mandated chemical list, the amendments made other significant changes. One such change was the institution of the Early Reductions Program, which includes a provision for compliance extensions. Since the burden of requesting an extension falls on the source, a clearly stated procedure is needed to help Army installation managers determine when and how to successfully apply for a compliance extension for early reduction of HAPs. This document provides a step-by-step process for submitting an early reductions application or an enforceable commitment to help Army installation personnel successfully implement the Early Reductions Program.
