Title: Facility Effluent Monitoring Plan for the 242-A Evaporator

A facility effluent monitoring plans is required by the US Department of Energy in DOE Order 5400.1 for any operations that involve hazardous materials and radioactive substances that could impact employee or public safety or the environment. This document is prepared using the specific guidelines identified in A Guide for Preparing Hanford Site Facility Effluent Monitoring Plans, WHC-EP- 0438. This facility effluent monitoring plan assesses effluent monitoring systems and evaluates whether they are adequate to ensure the public health and safety as specified in applicable federal, state, and local requirements. This report describes the monitoring plan for the 242-A evaporator. The 242-A Evaporator is the primary waste concentrator for Hanford Site waste that is stored in underground double-shell tanks (DST). Low heat-generating liquid waste (<0.1 Btu/h/gal) that contains relatively small amounts of fission products is stored in the underground tanks. The 242-A Evaporator uses evaporative concentration followed by crystallization and precipitation of salts to reduce the volume of waste, thus reducing the number of tanks required for storage. The facility receives a mixed waste stream containing radionuclides in excess of release limits as well as organic and inorganic constituents.
